Guwahati Man Alleges APDCL Official Denied Power Connection, Issued Threats

Serious allegations have emerged against a senior official of the Assam Power Distribution Company Limited (APDCL) in Jalukbari, with a Guwahati resident accusing the officer of threats, intimidation, and deliberate delay in providing an electricity connection despite a valid application and a court order.

The complainant, Dhanjit Debnath, alleged that APDCL sub-divisional engineer Rubul Haloi refused to release an electricity connection to his land even after more than a year.

A Guwahati resident has accused an APDCL official in Jalukbari of denying an electricity connection for over a year and issuing threats by citing political backing. The complainant has filed a police complaint, alleging intimidation and non-compliance with a court order.

What the Complainant Alleges

According to Debnath, he applied for an electricity connection on July 5 last year, but no supply has been provided to date. He claimed that all legal disputes related to the land have already been resolved and that he holds a clear court decree in his favour.

Despite this, Debnath alleged that the engineer ignored the court’s directions and continued to delay the connection process.

Alleged Threats and Intimidation

Debnath further claimed that the official openly threatened him by invoking political influence. Quoting the engineer, he alleged being told:

“Moi CM’s manuh… Mama’r manuh… eku dal koribo nuaro muk”
(I am the Chief Minister’s man; you cannot do anything to me).

He also alleged that the official showed his thumb while making the statement and claimed to have been personally appointed by the Chief Minister, suggesting that no action could be taken against him.

Police Complaint Filed

Following the incident, Debnath lodged a formal complaint at the Jalukbari Police Station. He said the alleged actions have caused him mental distress and damage to his goodwill, and expressed faith in the legal system to deliver justice.

Why This Matters for Guwahati

Electricity connections are a basic civic service in Guwahati, especially in rapidly developing areas like Jalukbari. Allegations of delay, intimidation, and disregard for court orders raise concerns about public service accountability and grievance redressal in essential utilities.

Residents and civic observers say such cases highlight the need for transparent processes and timely intervention when service delivery disputes arise.

What Happens Next

Police officials said the complaint has been received and will be examined as per procedure. APDCL authorities have not yet issued an official response to the allegations. This report will be updated as and when further statements or developments emerge.
