ACS Officer Nupur Bora Re-Arrested in Fresh Land Fraud Case

ACS Officer Nupur Bora Re-Arrested in Fresh Land Fraud Case

An Assam Civil Service (ACS) officer has been re-arrested from Guwahati in connection with a fresh land fraud case, further escalating an ongoing vigilance probe. The Chief Minister’s Special Vigilance Cell (CM-SVC) on Tuesday, February 3, took Nupur Bora, a 2019-batch ACS officer, into custody from her residence in Gotanagar.

Officials said the re-arrest followed the registration of a new case based on a formal complaint submitted by the District Commissioner and Additional Commissioner of Barpeta, alleging serious irregularities in land administration during Bora’s tenure in the district.

The CM’s Special Vigilance Cell re-arrested ACS officer Nupur Bora from Guwahati’s Gotanagar on February 3 in a fresh land fraud case. The FIR alleges illegal land mutations in return for money, with vigilance teams seizing dozens of land records now under forensic examination.

Fresh FIR, Serious Allegations

Acting on the complaint, the CM Vigilance Cell registered FIR No. 32/25, accusing Bora of illegally facilitating land mutations by bypassing prescribed procedures in exchange for substantial sums. The alleged violations came to light during a broader probe into land transactions executed while she was posted in Barpeta.

Vigilance officials said multiple raids were conducted across Barpeta district, leading to the seizure of nearly 70 land-related documents suspected to be forged or manipulated. The documents have been sent for forensic analysis to verify tampering, forgery, and procedural breaches.

Custody Confirmed After Record Scrutiny

Sources said Bora’s custody was confirmed after investigators identified major inconsistencies in the seized records, which they believe indicate systematic malpractice. Officials added that the investigation is ongoing and may widen based on forensic findings.

Earlier Vigilance Action

Bora has faced vigilance action earlier as well. In September last year, she was arrested while serving as Circle Officer of Goroimari in Kamrup district in a disproportionate assets case. During searches at her residences in Guwahati and Barpeta, officials reported the recovery of ₹92 lakh in cash and gold and diamond jewellery valued at nearly ₹2 crore. She was later released on bail.

The CM Vigilance Cell has previously claimed that Bora accumulated assets exceeding 400% of her known sources of income within six years of service. She has also been under investigation for allegedly facilitating the illegal transfer of government and Satra land to private individuals.

Guwahati at the Centre of the Probe

The re-arrest from Gotanagar places Guwahati at the centre of the latest phase of the investigation. As the state’s administrative hub, actions by the CM Vigilance Cell are being closely watched by city residents, particularly amid wider concerns over land governance and enforcement.

Why This Matters for Guwahati

Land administration cases involving senior officials resonate strongly in Guwahati, where rapid urban expansion has heightened scrutiny of land records, mutations, and transfers. The case underscores ongoing vigilance efforts and their implications for public trust in governance.

What Happens Next

Investigators said further custodial questioning will focus on document trails, financial flows, and the role of intermediaries. Legal proceedings will follow based on forensic reports and evidence collected.
